The process of installation of the Order of Physiotherapists is composed of various highly complex phases. The epidemiological situation in Portugal caused by the SARS -CoV -2 virus and the COVID -19 disease, as well as the time required for the creation of material conditions for the effective installation and all the processes that constitute it, has caused additional difficulties to the normal development of the installation process.

Therefore, as the conditions for the enrolment of physiotherapists and election of the first Social Bodies of the Order of Physiotherapists have not yet been met, the Deputy Secretary of State for Health, António Lacerda Sales, extended the mandate of the Installation Commission on 9th April 2021, published in Order no. 3657/2021.

The extension of the mandate is effective from 11 December 2020, until the effective installation of the Order of Physiotherapists, having also set the date for elections for the Social Bodies.

The Installation Commission of the Order of Physiotherapists, in the person of the physiotherapist Isabel Souza Guerra and the physiotherapist António Lopes, was received by his Excellency, the President of the Republic, professor Marcelo Rebelo de Sousa. During the audience the development of the process of installation of the Order was discussed, namely the various initiatives developed by the Installation Commission. The President of the Republic highlighted the importance of the existence of a professional order for physiotherapists, as a guarantee of quality of practice for professionals and users of physiotherapy.

The Installation Commission of the Order of Physiotherapists assumed the commitment of dematerialization in all its administrative processes. In this sense, it established a protocol with the Agency for Administrative Modernization (AMA) to provide authentication through the digital mobile key.

Today we present the first step of the dematerialization and modernization process. The registration process will be carried out 100% online, allowing the enrolment of physiotherapists in the Order to be simpler and faster.

In terms of paragraph 1 of article 62 of the Statute of the Order of Physiotherapists, annexed to Law no. 122/2019, of 30 September "The attribution of the professional title, its use and exercise of the profession of physiotherapist, in any sector of activity, individually or in a professional society, depend on registration in the Order as a full member (...)".

The Installation Committee of the Order of Physiotherapists recently met with the Order of Doctors of Dentistry. In this meeting several issues were addressed and the bases for future cooperation protocols between the two orders were discussed.

Presence of the Installation Commission at the National Meeting of Physiotherapy Students (ENEFt)

The President of the Installation Commission of the Portuguese Order of Physiotherapists, Isabel de Souza Guerra, was present last weekend at the National Meeting of Physiotherapy Students (ENEFt).

Isabel de Souza Guerra was at the opening table of this event and also participated as a lecturer in the Fisiomeeting, with the theme "Update with the Order", which had about 300 participants. 

The Installing Commission congratulates the Organizing Committee of ENEFt and the entire structure of the Interest Group - Youth Movement in Physiotherapy (GIMJF) for organizing the event in the middle of the pandemic, praising the dedication and dynamism of the GIMJF direction for the improvement of the representation of the students of

 Physiotherapy and young Physiotherapists in Portugal.

Vaccination plan - COVID 19

Since the beginning of the vaccination campaign, the Commission Instaladora da Ordem dos Fisioterapeutas (CI-OF) has been raising awareness of the right of physiotherapists to be vaccinated in the 1st phase of the vaccination plan, as health professionals who are at high risk of contracting the disease and spreading it, regardless of the context/sector in which they work. 

The CI-OF has been urging Physiotherapists to register on the official platform and has appealed to those responsible for the establishments to promote, directly and/or indirectly, registration in the respective vaccination programme. However, we know that the vaccination of physiotherapists who develop their activity in a private context has been slow. 

In this regard, the Commission for the Installation of the Order of Physiotherapists, without prejudice to the fact that it does not yet hold the file on physiotherapists working in Portugal, given that it still belongs to the ACSS, has requested the Task-Force to use its best endeavours to ensure that the vaccination plan for all physiotherapists during the first vaccination phase is carried out.

Finally, the CI OF shows its availability to be a facilitating element in the whole vaccination process of the Portuguese physiotherapists, although it has not been contacted for this purpose up to now.

Carlos Sand

Carlos Areia has been a physiotherapist since 2013, and has worked in various hospitals, clinics and clubs in both Portugal and the UK. He began his academic career at Oxford University in 2016, where he led a clinical trial comparing physiotherapy vs surgery in anterior cruciate injuries in 32 hospitals in England. In 2018 she moved to the neurosciences department, where she developed her own studies on remote monitoring of vital signs, which were implemented during the pandemic. Here he discovered his passion for data, and in 2022, he joined Digital Science as a Data Scientist. He completed his PhD earlier this year, and has more than 60 publications in journals such as The Lancet, BMJ, Cochrane, among others. He is also an honorary lecturer at Oxford Brookes University and a consultant in clinical research.

Eduardo José Brazete Carvalho Cruz

PhD in Physiotherapy from the University of Brighton, UK. Post-Doctorate in Epidemiology from the National School of Public Health at the New University of Lisbon.
Coordinator of the Studies and Planning Office of the Order of Physiotherapists. Coordinating Professor of the Physiotherapy Department of the School of Health of the Polytechnic Institute of Setúbal (ESS-IPS). President of the ESS-IPS Technical-Scientific Council. Coordinator of the Physiotherapy Department at ESS-IPS. Integrated Researcher at the Comprehensive Health Research Centre (CHRC) (a partnership between FCM-UNL, the National School of Public Health, the University of Évora, the Lisbon Institute of Global Mental Health and Santo Espírito Hospital, Terceira Island, Azores).

Sara Souto Miranda

Sara Souto Miranda has a bachelor's and master's degree in physiotherapy from the University of Aveiro, and a postgraduate qualification in adult respiratory physiotherapy from the same institution. In 2023 she completed her double doctorate in Rehabilitation Sciences/Health, Medicine and Life Sciences at the Universities of Aveiro and Maastricht (Netherlands) and is currently working as a technical-scientific advisor to the Studies and Planning Office (GEP) of the Order of Physiotherapists, and as a guest lecturer at the Piaget Institute in Vila Nova de Gaia. As a member of the Respiratory Research and Rehabilitation Laboratory at the University of Aveiro (Lab3R), she has carried out applied research in which she has assessed and treated patients with respiratory pathology, having taken part in 6 research projects. Throughout her career she has published 19 scientific articles in international peer-reviewed journals with an impact factor, 1 book chapter and more than 50 abstracts in conference proceedings. She was a research volunteer at the Ciro rehabilitation centre (Centre for expertise in chronic organ failure) in the Netherlands, and is currently a member of the Guideline Methodology Network of European Respiratory Society. She was honoured by European Lung Foundation e European Respiratory Society for carrying out patient-centred research, by the Directorate General for Higher Education with a merit grant for his master's degree, and by the Ciro Centre with a grant to support research abroad.
