Applications must be submitted by 19 October of 2021.

The elections will take place on 15 November 2021, by electronic vote or in person at the headquarters of the Order.

The World Day of Physiotherapy was celebrated on 8 September.

Instituted by World Physiotherapy, since 1996, we celebrate this day and reinforce the significant role the profession plays in the health and well-being of the population.
We mark this date by giving it maximum visibility and importance in order to raise the profile and value of the profession in maintaining and/or improving mobility and functional independence.

This year's focus of World Physiotherapy Day is "Long COVID and Rehabilitation" and the role of physiotherapists in the treatment and management of people affected by this condition.
The promotion of this day reinforces the commitment of all in the promotion of Physiotherapy for the Portuguese Community.

The Order of Physiotherapists (Ordem dos Fisioterapeutas) began, on 13 May 2021 the process of registration of physiotherapists exercising their profession in Portugal, based on the regulations contained in the DRE, 2ª, E, of 23 April.

To begin this activity, it fought for the signing of an agreement for the transfer of legally recognised attributions with the Central Administration of the Health System, IP (ACSS, IP).

This agreement, fought for the fulfilment of the respective privacy policies, framed by the General Data Protection Regulation (RGPD), both in terms of the European Regulation and in terms of the national legal system.

In these terms, all data in the possession of the ACSS,IP, with regards to the scope of the transfer, are now kept and used by the Order, in strict compliance with the established and in view of the immediate objective of the registration procedure and the fight against illegal physiotherapy.

In this sense, we recall that the attribution of the professional title, its use and the exercise of the profession of physiotherapist, in any sector of activity, individually or in a professional society, depend on registration in the Order as an effective member.

In other words, the illegal use of the professional title or the exercise of the profession without a title are punishable under criminal law.

This responsibility, in statutory terms, is of a joint and several nature, when applicable, as no one can contract or use the services of physiotherapy professionals who are not registered with the Order.

The infraction of the provisions constitutes an administrative offence, punishable by a fine of between 3 and 10 times the value of the social support index (IAS), to be applied by the Minister of Health, upon proposal by the Health Association, which is responsible for preparing the process.

In this sense, and even with recourse to the data contained in the public part of the institutions that have regulated the activity and the profession up to now, the Installation Commission has proceeded to notify employing entities and/or direct providers of physiotherapy, in order to better proceed with the registration process underway, as well as to fight for the strict observance of the law, in the aforementioned essentials, combating illicit physiotherapy, in the scope of the powers that have been devolved to physiotherapists as an organised civil society with the creation of the Order.

Registration for the Order of Physiotherapists, a legal condition for the exercise of the physiotherapy activity in Portugal, under the terms of Law 122/2019, of 30 September, the Statute annexed thereto and Regulation 359/2021, of 15 February, of the Order, published in DR, 2nd, E, of 23 April, is now open.

In these terms, the Order of Physiotherapists will now proceed with the registration of physiotherapists, including requests that are sent to it by holders of the professional title of Physiotherapist already issued by the ACSS,

The ACSS, IP remains the Competent Authority within the scope of application of Directive No. 2005/36/EC, of the Parliament and Council of 7th September, in its current wording, for all requests for recognition of professional qualifications by holders of professional qualifications obtained in the European Union or the rest of the world, within the scope of Physiotherapy, until the first President takes office, which will take place after 15th November 2021, the date set for the holding of elections, as per Dispatch No. 3657/2021, of the Secretary of State Adjunct and Health, published on 31st March, in the Official Gazette, 2nd Series, 9th April.This will take place after November 15, 2021, the date defined by the Ministry for elections, as per Dispatch no. 3657/2021, from the Assistant Secretary of State and Health, of March 31, published in the DR, 2nd , of April 9.

Therefore, during this transitory period, holders of professional qualifications obtained in the European Union or in the rest of the world, within the scope of Physiotherapy, who do not yet possess the Physiotherapist license, will have to register at the ACSS, IP, in accordance with the procedure in use there and according to the EU rules, (put link), and only after that will they have to register with the Order of Physiotherapists, under the terms of Law no.No. 122/2019, of 30 September and Regulation No. 359/2021, of 15 February, of the Order, published in the DR, 2ª, E, of 23 April.

Considering that registration in the Order of Physiotherapists is a legal condition necessary for the exercise of the profession in Portugal, the Order of Physiotherapists and the Central Administration of the Health System, IP signed a memorandum of understanding, within the scope of access and regulation of the exercise of the profession of physiotherapist in Portugal.

With this understanding, the Order will now accept applications for registration addressed to it by holders of academic qualifications in the area of Physiotherapy obtained in Portugal, as well as by holders of the professional license of Physiotherapist already issued by the ACSS, IP.

Citizens with qualifications obtained abroad and who do not yet possess the professional cédula should go to the ACSS to register, before proceeding with enrolment in the Order.

As a result of this understanding, during this week, the access to the registration process will be available in the Order's website.

Extension of the term of office of the Installing Committee

The process of installation of the Order of Physiotherapists is composed of various highly complex phases. The epidemiological situation in Portugal caused by the SARS -CoV -2 virus and the COVID -19 disease, as well as the time required for the creation of material conditions for the effective installation and all the processes that constitute it, has caused additional difficulties to the normal development of the installation process.

Therefore, as the conditions for the enrolment of physiotherapists and election of the first Social Bodies of the Order of Physiotherapists have not yet been met, the Deputy Secretary of State for Health, António Lacerda Sales, extended the mandate of the Installation Commission on 9th April 2021, published in Order no. 3657/2021.

The extension of the mandate is effective from 11 December 2020, until the effective installation of the Order of Physiotherapists, having also set the date for elections for the Social Bodies.

The Installation Commission of the Order of Physiotherapists, in the person of the physiotherapist Isabel Souza Guerra and the physiotherapist António Lopes, was received by his Excellency, the President of the Republic, professor Marcelo Rebelo de Sousa. During the audience the development of the process of installation of the Order was discussed, namely the various initiatives developed by the Installation Commission. The President of the Republic highlighted the importance of the existence of a professional order for physiotherapists, as a guarantee of quality of practice for professionals and users of physiotherapy.

The Installation Commission of the Order of Physiotherapists assumed the commitment of dematerialization in all its administrative processes. In this sense, it established a protocol with the Agency for Administrative Modernization (AMA) to provide authentication through the digital mobile key.

Today we present the first step of the dematerialization and modernization process. The registration process will be carried out 100% online, allowing the enrolment of physiotherapists in the Order to be simpler and faster.

Carlos Sand

Carlos Areia has been a physiotherapist since 2013, and has worked in various hospitals, clinics and clubs in both Portugal and the UK. He began his academic career at Oxford University in 2016, where he led a clinical trial comparing physiotherapy vs surgery in anterior cruciate injuries in 32 hospitals in England. In 2018 she moved to the neurosciences department, where she developed her own studies on remote monitoring of vital signs, which were implemented during the pandemic. Here he discovered his passion for data, and in 2022, he joined Digital Science as a Data Scientist. He completed his PhD earlier this year, and has more than 60 publications in journals such as The Lancet, BMJ, Cochrane, among others. He is also an honorary lecturer at Oxford Brookes University and a consultant in clinical research.

PhD in Physiotherapy from the University of Brighton, UK. Post-Doctorate in Epidemiology from the National School of Public Health at the New University of Lisbon.
Coordinator of the Studies and Planning Office of the Order of Physiotherapists. Coordinating Professor of the Physiotherapy Department of the School of Health of the Polytechnic Institute of Setúbal (ESS-IPS). President of the ESS-IPS Technical-Scientific Council. Coordinator of the Physiotherapy Department at ESS-IPS. Integrated Researcher at the Comprehensive Health Research Centre (CHRC) (a partnership between FCM-UNL, the National School of Public Health, the University of Évora, the Lisbon Institute of Global Mental Health and Santo Espírito Hospital, Terceira Island, Azores).

Sara Souto Miranda

Sara Souto Miranda has a bachelor's and master's degree in physiotherapy from the University of Aveiro, and a postgraduate qualification in adult respiratory physiotherapy from the same institution. In 2023 she completed her double doctorate in Rehabilitation Sciences/Health, Medicine and Life Sciences at the Universities of Aveiro and Maastricht (Netherlands) and is currently working as a technical-scientific advisor to the Studies and Planning Office (GEP) of the Order of Physiotherapists, and as a guest lecturer at the Piaget Institute in Vila Nova de Gaia. As a member of the Respiratory Research and Rehabilitation Laboratory at the University of Aveiro (Lab3R), she has carried out applied research in which she has assessed and treated patients with respiratory pathology, having taken part in 6 research projects. Throughout her career she has published 19 scientific articles in international peer-reviewed journals with an impact factor, 1 book chapter and more than 50 abstracts in conference proceedings. She was a research volunteer at the Ciro rehabilitation centre (Centre for expertise in chronic organ failure) in the Netherlands, and is currently a member of the Guideline Methodology Network of European Respiratory Society. She was honoured by European Lung Foundation e European Respiratory Society for carrying out patient-centred research, by the Directorate General for Higher Education with a merit grant for his master's degree, and by the Ciro Centre with a grant to support research abroad.
